Reports have been issued by the Broome County Office of Emergency Services, Broome County Risk and Insurance, and the City of Binghamton deeming the structures at 80 Frederick St. “unsafe and a threat to public safety.”

“A Public Emergency affecting public building, public property, or the life, health, safety or property of the inhabitants of Broome County is hereby declared in connection with the … facility,” the news said.
