Gifford Foundation names board officers, new members

SYRACUSE —  The Gifford Foundation recently elected new officers and members for its board of directors. The officers for 2013 include Jack H. Webb of Fayetteville, who will continue as board president.

Webb was president and CEO of Alliance Bank since 2002. With the just-completed acquisition of Alliance by NBT Bancorp, he has joined NBT’s executive management team as executive vice president for strategic support and also joined the NBT board of directors.

Laurence G. Bousquet of Syracuse joins the Gifford Foundation board as vice president. Bousquet is an attorney and member of the law firm of Bousquet Holstein PLLC. He also serves on the firm’s board of managers.

Eric Allyn, of Skaneateles, has been named treasurer of the Gifford Foundation. Allyn is currently co-chair of the board of directors at medical-device maker Welch Allyn in Skaneateles Falls.

Jaime Alicea, of Syracuse, is secretary of the Gifford Foundation. Alicea is the deputy superintendent for operations and business at the Syracuse City School District.

In addition to the new officers, the Gifford Foundation has named two new members to the board: Michael Feng of Syracuse and Dr. Cynthia Morrow of Manlius.

Feng is vice president of system integration with Progressive Expert Consulting, Inc. (PEC) in Syracuse and joins the Gifford board for a three-year term. After serving in the U.S. Air Force from 1999 through 2003, he joined PEC and helped grow the company from a staff of 15 employees to a family of four companies with almost 200 employees today. He is active in the community, serving on the board of directors for the Onondaga Citizens League, and as the communications director for CNY Crossroads, a local, non-denominational Christian group.

Morrow has been the Onondaga County Commissioner of Health since 2005 and is also an assistant professor at the Department of Public Health and Preventive Medicine and assistant professor of pediatrics at SUNY Upstate Medical University. She serves on a variety of professional steering committees throughout the state, and on local boards and committees including co-chair of the Health and Wellness Committee of Say Yes to Education, and on the boards of the YMCA of Greater Syracuse and the MOST Foundation. Morrow joins the Gifford board for a three-year term.

The Gifford Foundation is a private charitable foundation supporting community needs through grants in Central New York since 1954. It reported nearly $19 million in total assets and almost $1.1 million in revenue in 2011, according to its Form 990 filing with the IRS.
