Binghamton Mayor Richard C. David has appointed Clarence E. (Chuck) Shager, Jr. as city comptroller. Since 2011, he has served as Tioga County’s chief accountant and budget officer. In the last two years, Shager reduced county spending by more than $5 million, keeping tax-levy increases well under 2 percent. He was also Tioga County’s Federal Emergency Management Agency (FEMA) point person and served on the county’s Information Technology Committee, responsible for modernizing system services and identifying efficiencies. From 1999 to 2010, Shager was corporate controller for The Matco Group Inc. in Vestal. He received his bachelor’s degree in accounting from Le Moyne College. Shager replaces former City Comptroller Charlie Pearsall, who will serve as the next business manager at the Binghamton-Johnson City Joint Sewage Treatment Plant.
