ALBANY, N.Y. — Gov. Andrew Cuomo has appointed former Onondaga County Deputy County Executive William Fisher to the state’s Joint Commission on Public Ethics (JCOPE).
He fills the seat previously held by Gary Lavine, whose term expired on Dec. 11, Cuomo’s office said in a news release.
Fisher left Onondaga County government after the Onondaga County Legislature appointed former chairman Ryan McMahon to assume the role of county executive. McMahon succeeded Joanie Mahoney who left at the end of October to become COO of SUNY College of Environmental Science and Forestry. Mahoney is also assisting the SUNY system on an interim basis with management matters at Upstate Medical University.
Before his time in county government, Fisher was the co-founder and CEO of Summit Software Company in Jamesville, per Cuomo’s release.

JCOPE oversees and regulates lobbying in New York, according to its website. It has “broad” authority over statewide elected officials; candidates for those offices; executive branch officers and employees; members of the state legislature and legislative branch employees and candidates; along with “certain” political-party chairs, and registered lobbyists and their clients.
JCOPE provides information, education, and advice regarding current ethics and lobbying laws and promotes compliance through audits, investigations and enforcement proceedings.
