BINGHAMTON, N.Y. — Empire State Development (ESD) on Wednesday issued a call for proposals to implement projects related to the $20 million Greater Binghamton Fund.

ESD describes the fund as a “central part of the regionally designed Southern Tier Soaring economic-development plan.”

The initiative will facilitate key economic-development projects in Binghamton, Johnson City, and Endicott “in an effort to transform” targeted urban centers, or “iDistricts,” into communities “where the next generation of workers want to live, work, and play,” ESD said.

The fund will support “innovative and creative” projects, including mixed-use and commercial development; housing rehabilitation; and streetscape improvements to help “catalyze the regional economic ecosystem” through targeted downtown redevelopment. Submissions are due no later than 4 p.m. on Jan. 19, ESD said.

All eligible projects must be located within the geographic boundaries of the designated “iDistricts,” which are anchored by “significant economic drivers.”

These include the Southern Tier high-technology incubator in Binghamton;, the Binghamton University School of Pharmacy and Pharmaceutical Sciences in Johnson City; and the Huron campus in Endicott,

The Huron campus is the site of Binghamton University’s Center for Advanced Microelectronic Manufacturing and the recipient of a $20 million investment from New York to conduct advanced research and development in flexible circuitry.

Interested applicants can attend any of the three public information meetings for the Greater Binghamton Fund.

The first two are scheduled on Dec. 12. The session at the Endicott Visitors Center at 300 Lincoln Ave. in Endicott is set for 3 p.m., while the meeting at the Koffman Southern Tier Incubator at 120 Hawley St. in Binghamton is scheduled for later that evening at 6:30 p.m.

The third session is set for the Johnson City Courthouse at 31 Avenue C on Johnson City on Dec. 18 at 7 p.m.

The Greater Binghamton Fund is part of the region’s winning “Southern Tier Soaring” Upstate Revitalization Initiative plan which Gov. Andrew Cuomo announced in December 2015.

The $500 million plan is working to grow the greater Binghamton “innovation ecosystem” by establishing the region as a destination for talent and new business development, and “solidifying partnerships for commercialization of emerging technologies,” ESD said.

The plan is also investing in “regional strengths” in advanced manufacturing; health care; and science, technology, engineering and math (STEM) education; along with the supporting research and development capabilities of academia and industry in the region, the agency added.
