GOUVERNEUR — Gouverneur Bancorp, Inc., parent of Gouverneur Savings and Loan Association, has promoted Victor James to vice president and chief operating officer.
James first joined Gouverneur Savings and Loan in August 2011 as assistant vice president and collections officer. He has broad experience in the banking industry, including 18 years of service with Northern Federal Credit Union in Watertown, holding positions of vice president of lending and operations, financial-services manager, and student-loan coordinator. Before that, he worked for seven years at KeyBank in Watertown.

James is a graduate of SUNY Potsdam with a bachelor’s degree in mathematics. He resides in Watertown.
Founded in 1892, Gouverneur Savings and Loan has offices in Gouverneur and Alexandria Bay. The bank primarily serves southern St. Lawrence and northern Lewis and Jefferson counties. Gouverneur Savings and Loan generated net income of nearly $1.5 million in the third quarter of 2012 and had more than $146 million in total assets as of Sept. 30, according to FDIC data.
