ONAMA TANNER-COLLINS has joined the Mohawk Valley Health System (MVHS) Children’s Health Center and has admitting privileges at St. Elizabeth Medical Center and Faxton St. Luke’s Healthcare. Tanner-Collins has been employed as a charge nurse, staff nurse, and certified cardiac care nurse with MVHS at the St. Elizabeth Campus in Utica since 2004. She previously worked as a disease-management nurse at Excellus BlueCross BlueShield in Utica. Tanner-Collins also worked as a long-term care nurse manager and educator at local nursing homes in Utica and with the early intervention program and clinical services with the Oneida County Health Department. Tanner-Collins received her associate degree in nursing from the St. Elizabeth College of Nursing in Utica. She also completed her bachelor’s degree from nursing from Keuka College in Keuka Park. Tanner-Collins continued on to receive her master’s degree as a family nurse practitioner from SUNY Polytechnic Institute in Marcy.
NYS ASSOCIATION OF HEALTH CARE PROVIDERS
KATHY FEBRAIO on Jan. 1 started as president of the New York State Association of Health Care Providers, Inc. (HCP). Febraio has more than 20 years of leadership experience in association and trade-group management. She replaced Claudia Hammar, who retired as association president. HCP is a trade association representing licensed home-care service agencies, certified home-health agencies, hospices, and health related organizations across New York. Before joining HCP, Febraio served as the executive director for the Albany–based Pharmacists Society of the State of New York, Inc. and as executive director of the New York State Speech-Language-Hearing Association, Inc. Prior to that, she also led communication, public relations, and marketing efforts for organizations that included the SUNY system administration.

ST. JOSEPH’S HEALTH
ANDREW RUDIN, M.D., a cardiologist and electrophysiologist, has joined the Oswego office of the St. Joseph’s Health Cardiovascular Institute. Dr. Rudin is on staff with both Oswego Hospital and St. Joseph’s Hospital, where he will continue his work in medical cardiology and electrophysiology. Rudin is known for developing a novel approach to the treatment of atrial fibrillation. Cooperative atrial fibrillation ablation is a catheter-based, outpatient procedure with high success rates of limiting or eliminating the frequency of the abnormal rhythm. Rudin earned his Doctor of Medicine from Mount Sinai School of Medicine in New York City. He completed his residency at Yale New Haven Hospital, where he was chief resident. Following residency, Rudin completed fellowships in cardiology and electrophysiology at Northwestern Memorial Hospital in Chicago. Rudin earned his undergraduate degree in psychology from the University of Illinois.
St. Joseph’s Health has added otolaryngologist ROBERT M. KELLMAN, MD, to its St. Joseph’s Physicians ENT (ear, nose and throat) team at Northeast Medical Center in Fayetteville. As an ENT physician and surgeon, Dr. Kellman is focused on the treatment of disorders of the head and neck with emphasis on innovative surgery for sleep apnea as well as nasal and sinus disorders. Prior to joining St. Joseph’s Health, Kellman worked for nearly 24 years as professor and chair of the Department of Otolaryngology and Communication Sciences at SUNY Upstate Medical University in Syracuse, as well as the director of maxillofacial trauma surgery, leaving as professor and chair emeritus. Kellman earned his Doctor of Medicine from Upstate Medical University. He completed his surgical residency at Montefiore Hospital and Medical Center in New York City, and also completed a residency in otolaryngology at Upstate Medical University.
