Hiscock & Barclay combines with Davidson & O’Mara, opens Elmira office

SYRACUSE — Hiscock & Barclay, LLP announced today its combination with the attorneys and staff of Davidson & O’Mara, P.C., effective Jan. 1, and the opening of an office in Elmira.

The deal expands Syracuse–based Hiscock & Barclay to 210 lawyers and 10 offices, the firm said in a news release.

Neither law firm released terms of their combination deal.

Davidson & O’Mara is a seven-lawyer firm in New York’s Southern Tier that Bates Davidson and John O’Mara founded in 1977, according to the Hiscock & Barclay release.

In the years that followed, the firm developed a statewide client base representing major corporations, mid-size companies, municipalities, and individuals doing business in the region and seeking expertise in the areas of litigation, public law, labor and employment, real estate, commercial law, and health care, according to Hiscock & Barclay.

The Davidson & O’Mara firm is “well known and respected for its expertise” in state and local government operations, Hiscock & Barclay said in the release.

Joining Hiscock & Barclay are Thomas (Tom) F. O’Mara and Bryan J. Maggs, as partners, as well as John O’Mara and Rance P. Reynolds, Jr., as of counsel. Three associate attorneys from Davidson & O’Mara are also coming aboard, according to Hiscock & Barclay.

Tom O’Mara (R–Big Flats) currently serves as a New York state senator representing the 58th Senate District, Hiscock & Barclay said. Maggs serves as the Chemung County attorney.

The combination will increase Hiscock & Barclay’s presence in the Southern Tier and offer it some business opportunities, the law firm contends.

“The Southern Tier is implementing short- and long-term strategies for expanding opportunities within the energy and high-tech industries, among others. Located near the Pennsylvania border between Corning and Binghamton, Elmira will give us a strategic location to support a number of key practice areas including energy, environmental, intellectual property, public finance, corporate, healthcare and banking,” John Langan, managing partner at Hiscock & Barclay, said in the news release.

Hiscock & Barclay also operates offices in Rochester, Albany, Buffalo, and New York City, along with Boston, Washington, D.C., Newark, N.J., and Toronto. It has 30 practice areas.
