SYRACUSE, N.Y. — The Onondaga County Industrial Development Agency (OCIDA) has approved tax breaks for a Salina business looking to expand its operation on Commerce Drive.

IMS — a provider of print, mail, and digital delivery services — plans to spend more than $1 million enlarging its space on Commerce Boulevard, and requested tax abatements on sales taxes and mortgage taxes as well as a 10-year payment in lieu of taxes (PILOT) agreement.

On Tuesday, the OCIDA board OK’d an agreement that could save IMS $56,000 on sales taxes for materials used in the expansion, $9,750 on mortgage taxes, and $43,395 with the PILOT.

With the expansion, IMS expects to add 22 employees in the next five years, according to its application to OCIDA.

In its application, IMS said the total cost of the project would be $1.33 million for site work, building, furniture, and legal and architect fees. Including wages, benefits, and other expenditures, IMS said the project will create nearly $12.4 million in new investment over 10 years.
