Page to retire as Chemung County Nursing Facility administrator; Youmans appointed as replacement

ELMIRA, N.Y. — Chemung County Executive Tom Santulli recently announced that Robert E. Page, Chemung County Health Center director, will be retiring as the county’s nursing-facility administrator effective Dec. 30, after 33 years with the county. Page will remain the public health director on a part-time basis through 2017.

With the upcoming retirement, Santulli appointed Michael C. Youmans as administrator of the Chemung County Nursing Facility, effective Aug. 29.

“[Page] has been an enormous asset to the county serving as both the nursing facility administrator and public health director,” Santulli said in a news release. “His knowledge, leadership, and management skills have led us through many critical projects in the Nursing Facility and Health Department. As the head of the county’s Emergency Preparedness Committee, [Page] has successfully addressed many public health threats and emergencies with calm and confidence.”

During his tenure with Chemung County, Page led the post 9/11 emergency planning efforts, coordination of the county’s response to the worldwide pandemic flu, and the reorganization of the rehabilitation therapy services at the Chemung County Nursing Facility, alleviating the necessity to sell the county facility. Most notably, Page was instrumental in combining the management of the Health Department and the nursing facility — creating management teams that work together resulting in the consolidation of services and cost savings at the health center, according to the Chemung County release.

Youmans has joined the Chemung County Nursing Facility with 14 years of experience in long-term care. He previously spent 12 years in various roles at the Corning Center for Care (formerly known as Founders Pavilion) before moving to Rochester to complete an administrator training program with the University of Rochester. Upon completion of his training, Youmans has worked for Hurlbut Care Communities in the greater Rochester area as an administrator at both Avon Nursing Home and Penfield Place Nursing Home. He earned an associate degree from Corning Community College, a bachelor’s degree in psychology with a concentration in human-resource management from Mansfield University, and a certificate in nursing-home administration from New York University.

Youmans’ appointment was confirmed by the Chemung County Legislature on Aug. 8, at an annual salary of $105,000, according to the release.
