BUFFALO, N.Y. — Barclay Damon announced that Jack Quinn has joined the law firm in the newly created role of senior adviser for public and community relations.
He will work from the Buffalo office of Barclay Damon, which is headquartered in Syracuse.
Before joining the law firm, Quinn served as president of Erie Community College and as U.S. Congressman for New York state’s 27th District, among other high-profile, public- and private-sector roles.
Quinn has “strong ties” with municipal contracting, municipal law, and federal contracting and regulation, and as a former congressman and president of a college, he is “skilled in listening to constituents and understanding their unique needs,” Barclay Damon said in a news release.
Areas of particular interest for Quinn include higher education, health care, energy, veterans’ issues, and the Western New York community. The firm said Quin will use his contacts throughout Western New York, Washington, D.C., and the U.S., to help extend the Barclay Damon’s presence, especially its health care and higher-education practice groups.

While focused primarily on the Western New York market, Quinn will also meet with business, education, and community leaders throughout the firm’s 11-office platform, the firm added.
Quinn’s community leadership roles include serving as a director of the Buffalo Public Schools Foundation, Buffalo Arts & Technology Center, Catholic Health WNY, Read to Succeed, and the Erie Community College Foundation.
As president of Erie Community College, he oversaw more than 16,000 students, 2,000 employees, and a $111 million budget. As a U.S. Congressman for more than 10 years, his committee and subcommittee assignments included House Transportation & Infrastructure, Veteran’s Affairs, Benefits, and Hospital & Medical.
