State comptroller faults Windsor CSD’s fuel-usage policies

WINDSOR, N.Y. — An audit by New York State Comptroller Thomas P. DiNapoli’s office found the Windsor Central School District (CSD) in Broome County did not have adequate internal controls over fuel credit-card purchases and fuel inventory.
