DICKINSON, N.Y. — The Agency on Friday said executive director Kevin McLaughlin plans to retire on June 1.

The Agency is the lead economic-development organization for Broome County, governing the Broome County Industrial Development Agency (IDA) and the Broome County Local Development Corporation (LDC), per its website. It operates at 5 South College Drive in the town of Dickinson, north of Binghamton.

McLaughlin joined the organization in 2013. He leaves a more than 40-year “legacy” of community and economic-development experience that will be “greatly missed,” John Bernardo, who chairs the Agency’s board of directors, said in a Friday email message to the organization’s community partners.

The Agency’s personnel committee will be conducting a search to select a new executive director, he added.

Accomplishments

McLaughlin came to the Agency six years ago with a “vision” to transform the Broome County IDA into a “dynamic and forward-thinking,” economic-development agency, Bernardo said. During his tenure, McLaughlin worked on projects that included the Dick’s Sporting Goods Regional Distribution Center, Inc., 50 Front Street Apartments, Century Sunrise Redevelopment, and the Ansco Camera Factory redevelopment.

Prior to his role at the Agency, McLaughlin served as the regional director for Empire State Development (ESD). His leadership was “integral” in developing the regional economic-development councils and the Southern Tier region’s first strategic plan, Bernardo said in the email. McLaughlin’s work at ESD “leveraged millions” in state funding to support the expansion and location of businesses into the southern tier.

In addition, McLaughlin worked for the National Development Council as an advisor to state and local municipalities in community and economic-development initiatives and provided training to economic-development professionals across the nation.

Some of the “signature projects” in which McLaughlin had involvement included the NYSEG Stadium while he was working for the City of Binghamton.
