The Agency selects Duncan as next executive director

DICKINSON, N.Y. — The organization that leads economic-development efforts in Broome County has chosen its next executive director.

The board of directors of the Agency approved Stacey Duncan for the post during a special meeting held Monday.

Duncan currently serves as the organization’s deputy director for community and economic development. She will replace Kevin McLaughlin, who announced plans to retire in June of this year.

The Agency is the entity that governs the Broome County Industrial Development Agency (IDA) and the Broome County Local Development Corporation. It’s located at 5 South College Dr. in Dickinson, near Binghamton.

“We believe Ms. Duncan has the vision, experience and leadership skills to successfully lead the Agency and help position Broome County for improved economic development,” John Bernardo, who chairs the Agency’s board of directors, said in a news release. “The skill sets and relationships Ms. Duncan has built over the years, combined with the goals and vision of the Agency, will make an excellent combination I am excited to see for Broome County.”

McLaughlin, the current executive director, joined the Agency in 2013. During his tenure, McLaughlin worked on projects that included the Dick’s Sporting Goods regional distribution center, 50 Front Street apartments, Century Sunrise redevelopment, and the Ansco Camera Factory redevelopment. He is also credited with rebranding the organization and expanding the Agency’s role in the community.

“Through my years of work with Stacey, I have seen her passion and commitment to Broome County, and have no doubt she will lead the Agency to continued success,” McLaughlin said.

 

About Duncan

Duncan joined the Agency in 2014 and provides development and deal-structuring assistance for IDA-supported projects.

Duncan also manages community and workforce-development initiatives. Her work has led to the development of the organization’s business retention and expansion program (BR+E), external business-attraction programs, and the “Broome County…a good life” economic-development marketing program.

Duncan also directs initiatives that include the facilitation of the Broome Talent Task Force, a 30-member coalition of industry, education and economic-development professionals working to address job shortages and skills training in critical employment sectors.

Duncan previously served as executive director of the newly formed Broome County Land Bank Corporation and as the government-relations manager for the Greater Binghamton Chamber of Commerce, directing the chamber’s legislative advocacy program. Duncan’s public-sector experience also includes serving as the public-affairs assistant for Jeffrey Kraham, the late Broome County Executive.

Duncan in 2018 also earned credentials as a certified economic development finance professional (EDFP) through the New York City–based National Development Council, per the release.
