Upstate Cerebral Palsy recently hired JAMES CARHART as VP of information services and DEBRA TORCHIA as VP of finance on its executive team. Carhart coordinates, directs, and designs operational activities of the Information Services department. He graduated with a bachelor’s degree in economics from SUNY Plattsburgh and previously worked at Utica National Insurance Group as a senior VP/chief information officer. Torchia, analyzes and communicates financial performance to agency partners throughout the organization and community and has oversight of the agency’s billing and accounts receivable departments. She graduated with a bachelor’s degree in accounting from Utica College.
