UTICA, N.Y. — Utica Mayor Robert Palmieri has appointed Heather Mowat as the city’s budget director.

Mowat fills the position left vacant following the death of Peter Fiorillo last May, Charles Greco, Palmieri’s chief of staff, confirmed in an email to BJNN.

Mowat, who had previously served as the city’s budget director, began her career as the comptroller for the Town of New Hartford. She also previously was a principal analyst for the finance committee of the New York State Senate.

She’ll be leaving her current role as a certified public accountant and principal in the government compliance & labor division of Rochester–based accounting firm, Bonadio Group, according to Greco.

Mowat earned her bachelor’s degree in accounting from Utica College and her master’s degree in accounting from the University at Albany.

Mowat’s formal start date with the City of Utica is Jan. 24.
