Utica’s Quanterion Solutions wins nearly $32 million Defense Department contract

UTICA, N.Y. — Quanterion Solutions, Inc. of Utica has been awarded a $31.65 million contract to provide “basic center operations” for the Homeland Defense and Security Information Analysis Center, according to a U.S. Department of Defense contract announcement made Wednesday.

Quanterion Solutions is a provider of engineering, software, information-technology and cyber-security services to government and industry and is based at 266 Genesee St. in Utica.

The Homeland Defense and Security Information Analysis Center (HDIAC) is a Department of Defense (DoD)-sponsored organization through the Defense Technical Information Center, according to its website. HDIAC is one of three information analysis centers (IACs). The IACs are responsible for acquiring, analyzing, and disseminating “relevant scientific and technical information in support of the DoD and U.S. government research and development activities,” the site says.

This indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract provides the Defense Technical Information Center centralized operation of DoD services, databases, systems, or networks for the acquisition, storage, retrieval, and dissemination of scientific and technical information supporting DoD research and development, engineering, analysis, and studies programs, the contract announcement stated.

Work will be performed in Utica, and is expected to be completed by Sept. 27, 2019. Quanterion won the contract award in a competitive process against two other bidders, the DoD said. Fiscal 2017 and 2018 research and development funds in the amount of $1.65 million are being obligated at the time of award.

Quanterion has won similar contracts in the past, including a nearly $48 million DoD award last year to handle the basic center operations for the cyber security and information systems information analysis center (or CSIAC) through July, 2023.

Quanterion in 2017 moved to its new 17,000-square-foot downtown Utica office, after spending the previous 12 years at SUNY Polytechnic Institute in Marcy. The company also has staff in nearby Rome; Albuquerque, New Mexico; Jacksonville, North Carolina; and the Washington, D.C. area.
